SEPA TRAINING: Basic and Advanced Training for Lead Agencies

The APA Washington Columbia Section invites you to attend SEPA TRAINING: Basic and Advanced Training for Lead Agencies. This is a FREE SEPA Training on May 25, 2011, at the Wenatchee Convention Center, 121 N. Wenatchee Avenue, Wenatchee, WA.

The courses will be presented by Annie Szvetecz of the Washington State Department of Ecology and includes Anne Knapp, Governor’s Office of Regulatory Assistance.

The Basic course is designed to provide participants with a general overview of the purpose of SEPA, the procedural requirements of the SEPA rules, and how SEPA can be used in decision-making. Participants will learn how to determine when SEPA environmental review is required, evaluate a proposal and make a threshold determination, issue SEPA documents, give public notice, consider comments, and use SEPA supplemental authority to condition or deny a proposal.

The afternoon course focuses on advanced SEPA topics. This course is designed to provide participants with some SEPA experience an in-depth discussion on specific topics and allow time for a general discussion by participants. Participants will learn how to effectively manage an appeals process, integrate SEPA with complex long range land use planning, addressing Climate Change in SEPA, use of existing documents (addend, revise, supplement, adopt), and NEPA-SEPA integration.
